[neomutt-users] attched filename in unicode broken when received at MS outlook

after some research, I found out that this is due to that MS outlook is not
compliant with RFC2231,and that "Instead, mutt will unconditionally use the
encoding specified in RFC2231."
So there is no workaround till outlook supports RFC2231 fully.
