Did you try with a minimal neomutt config?

`neomutt -F /dev/null -f /path/to/converted/maildir` should work for testing.

As far as the mail files are concerned, your example looks fine.
Although all those X-* headers are not "controlling"....
From: Date: To: CC: References: In-Reply-To: etc are more important.
