Ah, I did the reverse:

    Exec=gnome-terminal -- neomutt %u
    Terminal=false

By being specific about the terminal, you can ensure you get a separate
window (and control other features).  e.g.

    gnome-terminal --window
    gnome-terminal --maximize
    gnome-terminal --profile=NeoMutt
