.mutt-account-stuff.gpg is a .muttrc fragment.  It has various
account-hook and folder-hook and send-hook statements in it to set the
user names, imap passwords, smtp_url, and so on.

gpg-agent (GnuPG/MacGPG2) 2.2.17

That would make the problem occur less frequently, for sure, but it
wouldn't make it go away.  What I find strange is that it didn't used
to happen, which makes me think that the older versions pulled all
these things into memory at once at initialization and the later
versions read the options on the fly.  But this is rank speculation.
