The text/plain part of the message is still flowed. The attribute is
within the headers of the MIME part. See this email for example. This is
a multipart/signed message. It contains a text/plain part (which you are
reading) and an application/pgp-signature part. The text/plain part
contains the flowed attribute.
Am I missing something in your questions?
