Sorry for not replying sooner...

The problem was with "ssl_ciphers".
In Fedora "@SYSTEM" is translated by the tls libraries.
In RHEL it isn't (yet).

The workaround is to add this to your muttrc:
    set ssl_ciphers = ''

The latest release 2017-04-14 has fixed this problem.
