That should be set by your locale.

Check that the translation is installed, e.g.

    rpm -ql neomutt | grep zh_CN
    dpkg -L neomutt | grep zh_CN

I see:

    /usr/share/locale/zh_CN/LC_MESSAGES/neomutt.mo

> I want Chinese but it always English.

It works for me if I:

    export LANG=zh_CN.utf-8
    neomutt
