[neomutt-devel] Build changes since 2023-04-07

Hi all,

Since 2023-04-07, we've altered a couple of `./configure` options.

## IDN (Internationalized domain names)

We've changed our default IDN from v1 to v2.
Version 1 was deprecated over five years ago.

If you `./configure` without any options it will now build IDNv2.
To disable it, run `./configure --disable-idn2`

## Testing

To enable the unit tests, you _used_ to need `./configure --testing`
That option has been dropped.

Simply running `make test` will build and run the tests.
