That very much depends on the project.
In those projects I have any say over, the issue tracker is just that, an issue tracker.

Support requests aren't bugs and as such have no place on the tracker.

Other projects handle this differently and actively encourage support request on
the issue tracker, to each their own.

Which of the two to apply is ultimately the decision of the maintainer and not
the users of the application.

As such this thread is a bit off the right track.
It's not our choice, really isn't. It's flats.
