[neomutt-devel] Function Docs

It's been a long tedious job, but I've finished the function docs.

Every one of the 2321 functions has:
- a description
- an explanation of its parameters (with examples for flag fields)
- a list of all return values

That's over 8000 lines of text.

These docs should make it much simpler for new readers to understand the
code.  I know, *I* certainly have a better understanding of the code, now :-)
