I am not a neomutt developer.
I think it should be up to Debian to decide what they ship as mutt.
Mutt certainly still exists, neomutt recently forked to some degree
which flatcap or other developers can explain better.

Have you tried filing a bug at debian?
I know Gentoo has the same behavior, only with the system I use
(and more or less care for neomutt for) I haven't witnessed a
mixing of names.
